UPI error U16: Risk threshold exceeded

What it means
NPCI's own risk engine stopped the payment. It sits inside the UPI switch and watches things like how quickly payments leave one account or device, unusual amounts, and patterns that look like fraud. U16 means one of those thresholds was crossed. It is not your bank being down.

What you should do
Give it a few hours before trying again. If you were sending a large amount, try a smaller one. And check who you're paying: U16 often fires on patterns scammers rely on. If a genuine payment keeps getting blocked, talk to your bank.
If you run a payments business
Never retry U16 automatically. Watch the rate. A burst of U16 on your merchant ID or app can mean a fraud attack is running through you, or a bot is hammering collect requests.

- Raise a complaint inside your UPI app. Every UPI app has a help or dispute option on the transaction, and it goes into NPCI's online dispute system. Keep the UPI transaction ID or RRN handy.

Technical or business decline?
NPCI splits declines into two kinds. A technical decline means a system didn't respond or failed: a bank offline, a timeout, a switch error. A business decline means the systems worked and said no, for a reason about the account or the payment: wrong PIN, not enough money, a limit, a risk check. Retrying helps with some technical declines and almost never with business ones.
