WhatsApp AI agent for business in India: how it works, what it costs, what Meta allows.
Short answer: a WhatsApp AI agent is a bot on your business’s WhatsApp number that understands what customers type (or send as voice notes), answers in their language and does things in your systems: share an EMI amount, send a payment link, collect a KYC document, book a callback. It runs on Meta’s WhatsApp Business Platform (the API), not the free WhatsApp Business app. Since 1 July 2025 Meta charges per template message, and replies inside the 24-hour customer service window are free.
WhatsApp Business app vs WhatsApp Business Platform
| WhatsApp Business app | WhatsApp Business Platform (API) | |
|---|---|---|
| Who it’s for | Small shops, one phone | Banks, NBFCs, insurers, any business at scale |
| AI agent | Basic auto-replies only | Full AI agent connected to your systems |
| Users | A few devices | Many agents, many integrations |
| Outbound at scale | No | Yes, with approved templates |
| Cost | Free app | Per template message, plus your provider’s fee |
How pricing works (since July 2025)
Meta moved from per-conversation to per-message pricing on 1 July 2025. The basics:
- You pay only for template messages that are delivered: messages your business starts using a pre-approved template.
- Templates come in three categories: marketing, utility (account updates, reminders) and authentication (OTPs). Rates differ by category, volume tier and the recipient’s country.
- The 24-hour window. When a customer messages you, a 24-hour customer service window opens. Inside it, normal (non-template) replies are free, and so are utility templates.
- Ads. If the chat started from a Click-to-WhatsApp ad, messages are free for 72 hours.
- Meta can change rates at the start of each quarter, so check the current rate card before you budget.
Your WhatsApp provider (the business solution provider or platform) usually charges on top for the software.
What Meta allows, and what it doesn’t
Meta’s WhatsApp Business Platform terms (section 4.7) prohibit AI providers from using the platform to offer general-purpose AI assistants, large language models or generative AI platforms where the AI itself is the main product. In plain terms: you can’t run a ChatGPT-style “ask me anything” bot on the API. A business-specific agent, such as a lender’s bot that answers loan questions and collects documents, is a normal use, because the AI supports your service rather than being the service. Meta’s terms also say WhatsApp Business Platform data can’t be used to build, train or improve AI models.
The other rules to plan for: get the customer’s opt-in before you message them, use approved templates to start conversations, and keep marketing messages relevant or your quality rating and sending limits drop.
Use cases for banks, NBFCs and insurers
| Use case | What the agent does |
|---|---|
| EMI and premium reminders | Utility template with the amount and a payment link; answers follow-up questions in the free window |
| Collections | Reason for delay, promise-to-pay date, part-payment link |
| Onboarding and KYC | Collects documents, checks they are readable, nudges drop-offs |
| Service | Balance, statement, due date, loan status, any hour |
| Lead capture | Qualifies leads from ads in the free 72-hour window, then hands over |
| Voice notes | Understands a Hindi voice note and replies in text or voice |
WhatsApp works best alongside calls: an AI calling agent reminds by voice, then sends the link on WhatsApp. More on the channel in WhatsApp banking in India.
Setting one up
- Get a WhatsApp Business Platform account through Meta directly or a business solution provider, with a verified business and a dedicated number.
- Get templates approved for each message you will send first (reminders, OTPs, updates).
- Connect the agent to your systems: loan or policy system, CRM, payment links, KYC.
- Set handover rules to a human team for complaints, disputes and anything the agent can’t answer.
- Handle data properly: opt-in records, retention, and where chat data is stored. For regulated entities, India-hosted matters, and the DPDP Act applies to the personal data in chats.
Chatbot vs AI agent on WhatsApp
A menu chatbot (“press 1 for balance”) breaks when a customer types “meri emi kab hai aur late fee kitni lagegi”. An AI agent understands free text, Hinglish and voice notes, pulls the answer from your system and acts on it. The test is the same as for voice: can it do the task, not just reply?
ZyroAI’s WhatsApp AI chatbot is built for BFSI on the official WhatsApp Business Platform: reminders, collections, onboarding and service, India-hosted, connected to lending and banking systems.
